For municipalities and development companies
Turn the data centre into local business, jobs and tax base
A data centre brings heat for decades. In four weeks, our pre-study shows how much of it your region can use, which companies can take it, and whether the siting permit's waste heat condition can be met.
What you get
What a data centre waste heat pre-study gives you
- 1
A decision basis for the permit
A monthly heat balance and an assessment against the siting permit's condition that most waste heat is reused (Building Act 43 a §), with a recommended permit path.
- 2
New companies and jobs
A register of heat users and sites within about 30 km, at least six of them contacted, and a jobs estimate. You know who to call first.
- 3
A low-risk start
Fixed price and scope, co-fundable with energy aid and below the procurement threshold. Payment 50% at start, 50% after the decision workshop.
What you receive

FAQ
Questions municipalities ask
Does the pre-study need to be put out to tender?
The price (€30,000 excl. VAT) is below the national threshold of the Finnish Procurement Act (€60,000), so no tender under the Act is required. Your municipality's own procurement guidelines still apply.
Who applies for energy aid, and when?
A municipality in the public sector energy efficiency agreement (JETS), or an energy company in an energy efficiency agreement. Avans prepares the application at no extra charge; you review and submit it before the agreement, and work starts from the funding decision.
What happens after the pre-study?
If the result is positive, phase 2 verifies the business case and heat users commit. A heat company (SPV) can then be set up next to the data centre; its investments can apply for energy aid (Business Finland for eligible costs up to €5M; the Ministry of Economic Affairs and Employment above that).
