For investors in data centre projects and heat infrastructure

A credible heat plan speeds up your data centre project

Investors backing a data centre need it permitted, built and accepted locally. In Finland, a project with a credible plan to reuse most of its waste heat can use the clean transition siting permit instead of a slower zoning process. Avans delivers that plan, and the project company that finances the heat assets.

What you get

Waste heat reuse that speeds up the permit and lowers risk

  • 1

    A faster permit path

The Building Act's clean transition siting permit (43 a §) lets a data centre that reuses most of its waste heat be assessed without a local detailed or general plan. Our study gives the municipality the heat calculation it needs.

  • 2

    Lower consent and label risk

A real heat plan answers what the project gives back locally, and lets the site show "waste heat reuse ready" on the EU label from the design stage.

  • 3

    Heat infrastructure to co-invest in

Each site's Heat Hub sits in its own project company, with 15–20-year heat and offtake contracts and several buyers. The Heat Hub is built block by block, so capital follows the heat: one Heat Hub per 10 MW data centre block. Returns are infrastructure-grade, with upside from biochar and carbon removal credits, and are modelled per site in the pre-study. With infrastructure partners we are building an investment platform for investing in one site or several.

What you receive

What the waste heat study gives your investment case

  • Heat balance and a calculated reuse share for the permit, EED and the EU label
  • Heat users within reach of the site, existing users first
  • Assessment against the siting permit's waste heat condition, with a recommended permit path
  • Commercial outline: heat purchase terms, project company model, funding options

FAQ

Questions investors ask

Why should an investor pay for a waste heat study?

Because heat reuse now affects whether and how fast a data centre gets built. A credible plan supports the siting permit, the EU label and local consent, and the study fee is credited against the system delivery.

What is the clean transition siting permit?

Under the Finnish Building Act (43 a §), the land-use conditions of a clean transition industrial project can be examined through a siting permit instead of a local detailed or general plan. For a data centre, a condition is that most of its waste heat is reused, which the pre-feasibility study is built to demonstrate.

Who owns the heat assets?

The Avans Heat Hub project company set up for each site, funded by investors. Avans makes it ready to build through the feasibility studies, and the company builds and operates the Heat Hub under Avans's guidance.
